Secondary weapon, forces cluster grouping with new attribute "firing delay"

• costs deducted over the delay period (use new keywords to control immediate vs proportional deductions?)

Check on surveillance and stranded incompatibility

Could be very useful for community contests if a distributable binary can be made

Implementation notes/wishlist

• "fleet-scale" jump drive
  One ship pays cost to activate, any ship within 3x object radius is taken with
• animation of powering up
  No instantaneous travel departure (can be pushed on or off platform), say 3 to 5 seconds before the gate is ready. Could cause damage if in region while powering up, and then last for 30 seconds before disengaging.
• static neighbor_gate distance of 500-1000
• Quarg ringworld transport mechanism?
• update map route drawing
  Need new color, map representation of gate travel
• update distancemap calculations
  Preference to "avoid tolls"? How to convey toll amount?
• update AI move____ to send "dialing instruction"
• arbitrary conversation text constructor (for choosing destination from list)
  • conversation able to set ships target system
• monetary cost to use (or outfit or attribute, etc)
• new sprite
• planet / system class modifications (planet subclass?) to expose methods
