Thank you for opening this ticket !
VCS version L-2016.06 is very old version so I'm not sure whether or not the TB can be used with this version.
Can you use the newer VCS?

I'm using P-2019.06 version now.
Calling $clog2 sys func within random constraints is supported from M-2017.03.
I think the env can be used with VCS newer than or equal to M-2017.03 version.
