How to listen BLE Advertisements?

Hi,
I'd like to know how to listen to BLE Advertisement.

Build of BLEZ fails due to "No such file or directory"

On my machine the build of current blez master branch 0.9.4 fails.
I'm using latest rust stable (1.52.1).

It gives me the following error message:
