Problem with Fano Factor

Previous implemenation used the time intervals as a way to count the number of spikes.
This is horribly wrong.

Actual method involves calculating the number of spikes per X window.
Suppose the spike_train is X long
We break X into windows of 10ms and count how many spikes were present in it then.

Main thing to look at is the fact that the spike_train is a list of timestamps, and therefore can be looped over just grouping until 10ms is done and then finding the next until 20ms and so on...

Alternative is using the fact that X / 10ms and then dragging it from there to the number of spikes..
