School rating hierarchy doesn't get ordered with typical sorting functions

The CPS school rating hierarchy has "Level 1+" being the best (1st) rating and "Level 1" as the second best (2nd) rating. However, typical sorting functions (sort in PHP and unnest(array['1+', '1', '2+', '2', '3']) in PostgreSQL will sort resulting in "Level 1" being the 1st rating.
