I don't think there's anything wrong with this download. I would check the disk space in your home directory to verify that you have capacity for the file. I suspect you will not. At WEHI you would be better advised to use your scratch directory as the cache dir for this package.

The second issue is because you don't have permissions to read from the cache. This should be fixed soon.
