I have a branch with something like this almost completed. I think that the interface needs to be revamped a bit for chat, ruler, and calculator.
I'm thinking of a button on the top right that enables select mode for those tools. When in select mode, clicking stars and carriers will populate in the respective tool. When you disable select mode, you can create orders and play the game as normal. The other change would be to move the calculator to the right menu like the ruler and chat so that you can have the calculator, ruler, or chat open while still being able to play the game and click around on the left.

The behaviour I have implemented is if you left click something (carrier or star) it populates attacker, if you right click it populates defender. If you click a star that has one or more carriers, it should open the star menu on the left and then let you click a carrier or star from the list.
