Sorry for the late answer.
If you just have a plasma (no laser) it's smart to normalize using \omega_{r} = \omega_{pe}.
In that case, you should have densities in units of n_r, so I would say that the nb density is just n_0 = 1 in normalized units.
Then Debye length is (in normalized units, i.e. in electron skin depth): Ld = sqrt{T_e/(m_e c^2)} ~ 4.42e-2, and the skin-depth is (in normalized units) 1 by convention.
Does this answer you question? I think you have not exactly one in your numerical application of the nb density just because of rounding errors.

I still do not understand the exact 1 for the number density
I took number density= 1.0054 just by calculating n_r = e_0 * m_e *w_r2/e2 and in my case
n_r = 8.85 .e-12 * 9.1e-31 * (1.32e6)**2/(1.6e-19)**2 ~ 5.4814 e8
then 5.51e8/5.48e8 ~ 1.0054 so number_denisty = 1.0054 *n_r
Can you tell me where i made a mistake here ?
