Don't make folks check in a new version of the TWD or HoF. You're more likely to get conflicts on PRs that way, especially when a multiple PRs are submitted but not yet approved.

Simply require that whoever is updating the VEKN site run both scripts before updating. You could add GH actions to run a validator over the deck file and to generate the "static" pages as part of a test suite to ensure that the new deck works as expected.

If you set things up this way, it's much easier to have a set of folks who can approve and merge (instead of just one person), and ensure that PRs meet some basic criteria before merging. This will ensure maximum responsiveness with minimum oversight.
