Convert from tags/labels to strings
Today we are using tags in SimpleSAMLphp to identify messages. However, gettext uses the strings themselves. This script should also allow converting from the old tags to the typical way gettext works, so that the original string in english would become the msgid in the *.po files.
babel library cannot handle the locale 'xh'
It's also disappeared from the CLDR.
