Support for External Dependencies via comp.toml declarations

Header-file search scopes
Potentially, when used in larger projects with dependencies, Header file names may exist multiple times.
Currently the only automatic preference for Header-files is given towards Header-files in the same project as the demanding Source-file. First, I am not so sure if this was a good idea, second, this is not flexible enough. User defined automatic preferences are probably a good idea.
NEXT_CONFIG wasn't a great idea. Find something better
NEXT_CONFIG is a super rigid construct. All subprojects would need to adhear to the standarts set, or the user would have to intervene each time. There must be a better way.
Redo Subproject compilation and linking
Currently linkerflags of Subprojects of Executable-generating projects are ignored. Redo this, clean up the logic.
