I should especially consider in what order I'll work here, because I want to execute irreversible stuff once I know that it will most likely succeed.
I'd say:

• check which package should be installed.
• Which of those packages actually have to be installed.
• Download everything
• Install everything

Update should be able to:

• Update a package
• Update a set of packages
• Update everything that has updates available

I will need to check how I do deleting/overwriting files. Do I delete files first and then install the update?

This means editing the pyproject.toml to include it and making Config return its path when there is an error loading the config.
