this is a crap bug report but I wrote opan and I'm writing this to remind myself, but somebody reported this on #mojo ages back and I should be able to find what I meant in my irc logs and at least now I won't keep forgetting the problem exists at all

Idea

Add a new command, or augment add to download a release from GitHub/Other.

In the case of GitHub something simple like:

opan add shadowcat-mst/[email protected]

would download the asset from the v0.003002 release and opan add the file.

For a URL (bad example OPAN_MIRROR=http://backpan.perl.org already does this):

opan add http://backpan.perl.org/authors/id/S/SR/SRI/Bundle-Catalyst-0.01.tar.gz

would likewise just download the asset and add it.

It would require that the release was a dist/build artefact rather than just an automatically generated tarball from a tag.

I'm thinking that communicating changes in distro permissions or announcements may be beneficial.

For example, if $work depends on Acme::Useful::Module, and the sole author gets run over a bus, leading to the dist maintainer being set to HANDOFF, I think it would be good if this would be communicated in any tooling used by this business.

e.g. if cpm(1) or cpanm(1) or cpan(1) could give a notice if any modules that just were installed need adoption, and if the business finds this necessary, it could decide to volunteer taking over the dist.

To help make this easier, let's make the 06perms.txt file available. :-)
