Support string interpolation from environment variables in YAML files

In P2P component and initial connection to server.
Extract running from Peer construction to member function
This will allow a Peer to exponentially back-off when the connection fails. It should also simplify adding a new Peer in PeerMgr.
Maybe also add a Peer::stop() member function and allow the normal peer-termination process in PeerSet to notify PeerMgr about a replaced Peer. Should simplify things.
Combine this with #10.
