spring cloud includes lots of infrastructure projects like service discovery, central config, API gateway, and other spring cloud projects. It should be considered to split infrastructure, so it would be easier to focus different tasks in different projects, definitely would be important for API's/services.

Generally, infrastructure for spring cloud also affected by the cloud provider, for example, it should be considered different if you are working in AWS.

Central config also should be a different repository too. So refresh scope could be triggered by every commit.

Another point effective pom will be more easy to manage in the future.
