The main heading of the dev site is larger in the mobile view

Describe the bug
The Community Developers of the dev site is larger in the mobile view (speciall upto 400 resolution) and its creating the site agly

Steps to reproduce the behavior:

Expected behavior
Make the font size little bit small of the main heading to avoid the bug that creating

  • Currently, in the mobile view in the Welcome Pull Request section the margin of right and left sides are very low

Developer details should be getting from the developer.json file in the "dev-welcome-pr" repo.

Tasks
Remove old developer.json file.

The mobile view of the navbar doesn't look good also the fonts and the styling needs a few adjustments

Remake the navbar to be responsive and better looking while keeping the original design without changing it

Make a hamburger button and make it to take effect when toggled so that the navbar is hidden in mobile view

Open "Best Practice" section using SEF Handbook in the sef-dev repo

Describe the bug
Well currently after we click on the best practices section on the sef-dev page, It will directed us to contribution.md file. You can use it to read our best practices. But instead the GitHub we can use SEF Handbook's Development Best Practice section.
With that, we can expect more user-friendliness.

  2. Click on 'Best Practices
