Description of the bug

When a device's position is covered by more than one nodes, which are currently unsubscribed, the LoadBalancedDeviceStrategy chooses one of them to be turned on. This event increases the CPU usage of the given node, thus in the next iteration this makes the strategy to chose another one to be turned on, and so on. Therefore after a while, the data stays stuck in the IoT device's storage, however there would be an available node.
