This should now be fixed with version 2.4.6
I just tested it on a clean conda env on OS X.
conda create -y --name test_sas_kernel python; conda activate test_sas_kernel
...
pip install SAS-kernel['jlab_ext']
...
(test_sas_kernel) MLc042:sas_kernel jadean$ pip list | grep -i sas
jlab-create-sas-file 0.1.0
SAS-kernel 2.4.6

@tomweber-sas, it was related, there were issues with the whl being installed on ubuntu with python 3.9. They now seem to be resolved.
If you run into issues, please post back to the issue. If it is working please close the issue, or I'll circle back and close it in a few days.

This is now fixed at with version 2.4.9 There was a data packaging issue and the whl files were silently failing.
pip install SAS-kernel['jlab_ext'] should give you everything you need.
