I tried out your code and it had a bug in it, so:

1. I had to manually install the libraries
2. The code has an error

How to install the libraries:
pip install opencv-python
pip install opencv-contrib-python

The small code fix:
In the code's 21th line, i had to change this:
face_recognizer = cv2.face.createLBPHFaceRecognizer()
into:
face_recognizer = cv2.face.LBPHFaceRecognizer_create()

but afterall, the code works fine!
