Add a way for users to view the collected data ingame

Curent Situation
The only way to view the data is by server administrators who have access to the files. While this is okay for big investegative situations, it's not a proactive solution to the problem of people cheating to collect shinies.

Desired Situation
Hunting cheaters and keeping order on servers is usually the job of moderators. It's preferable if they have access to the data as well.
Create a user interface to display the current list of players who have caught shinies.
This could either be a chat message or a GUI.
Also add a permission node for the command so server owners can delegate the permissions to their moderators.

Current Situation
Moderator teams would like to see how many shiny pokémon a player has caught. Overtime this can build up for a player which could cause false positives.
In general, if players are abusing a system to catch shinies, a lot of them will be caught in a small timeframe.
Apart from knowing the players, there is no way to know if a legit player playing a long time has caught a lot of shinies or a cheater that did it in a short time period.

Desired Situation
The suggested solution is to purge the data every X amount of time. This way a clear overview in a specific timeframe can be viewed.
