In Dutch "Spring naar positie", shortcut/sneltoets: Ctrl-J (CMD-J on MacOSX). To reproduce:

• install JOSM ODS BAG Plugin
• start JOSM
• choose Imagery background map like OSM Carto
• do shortcut Ctrl-J and fill in a location like "Otterlo"
• Map location jumps there
• In menu bar select: "ODS (debug) | Enable | BAG (debug)"
• do shortcut Ctrl-J and fill in a location like "Katwijk"
• Map location remains where it was, does not go to new location

Very few non-buildings have ref:bag, but no building tag. Try to prevent importing them.
Also try to prevent importing the address again to prevent having to de-duplicate that manually.

To reproduce:

• start JOSM with ODS BAG plugins etc (versions below) installed
• add Imagery Layers: OSM Carto and Tools4OSM WMS "Pand Ontbreekt"
• enable BAG plugin via menu "ODS"
• pan/zoom to a yellow building
• menu: "ODB (debug) | Download" (green down arrow)
• in "Download ODS" popup form, enable both: "Download OSM data" and "Download BAG (debug) data" (see image 1, below) . Edit: also freezes when only selecting "Download OSM data" or "Download BAG (debug) data".
• click green arrow to start download
• JOSM hangs/freezes in "Downloading data" popup (see image 2)
• need to Force-quit JOSM
