Installation fails on python3.3 about pycares HOT 3 CLOSED

Hi Ben! I tried to reproduce it locally but I wasn't able to :-S I'm using tox 1.4.2 and running it from Python 2.6.1 (the default Python on OSX 10.6).

pip.log doesn't have anything helpful, just the same encoding traceback. I've pulled on the thread a little further and found that it works in a regular terminal but not when I run it from emacs. It turns out that I have $LANG=en_US.UTF-8 in the terminal but not in emacs, and in python 3.3 (but not 3.2) that makes a difference. It appears to be a pip bug; it reads setup.py in some default encoding without respecting the coding declaration in the first line. I'll go set that environment variable and file a bug against pip.
