create sql migration for eth blocks table

block_num is unique key

create DB schema SQL script for migrate UP command

need to create DB migrations command which will be use "github.com/rubenv/sql-migrate" package

1. get txn list from raw eth block
2. make txn abstraction for storage layer

Create abstraction for eth transaction:
