Replace chart.js with d3

We should be using the d3 library. Chart.js only offers a limited set of chart types, while d3 is far more general, see https://github.com/d3/d3/wiki/Gallery

Add the option of using cmdstanpy for the Stan backend

There are some features in cmdstan that could be useful to have. Mainly the faster compile times introduced in 2.20. cmdstan is also the first one to support other new features.

No example .env.example in distro

No luck finding anything in the repo per instructions
find . -name ".env.example"

Hope I am not missing something stupid. Got a class coming up and want to use, figure it is better to administer myself.

Add the option of making models public

User could select to make a specific model or the model fit public. Public models should be listed in a separate page. The public model would not have the option to compile/run but the users would be able to see the code, model data and the author selected visualizations. The viewers should have the option of cloning the public model so they can play around with them.
