$0 Authorizations with Every PayPal Sale

When using Magento 2, the cart system will always run a $0 Authorization for card verification, no matter if the payment mode is set to Authorization or Sale.

Then for a sale mode transaction, Magento 2 will process another transaction using the $0 Authorization as a reference.

This results in two $0.30 charges for each sale.
