I eventually solved it, it was a Quartz 4 setting.
For anyone with this problem, It was trying to read the encrypted HTML file and failing because it was reading encrypted data. To solve the issue and keep all my pages encrypted with the login page, it was necessary to disable the "Enable SPA" setting in the quartz.config.ts file.
That caused white flashes when switching pages, so i opted for a compromise of only encrypting my Index page to keep navigation fluid.
This only causes a flash when the website loads after decrypting the main page, but keeps navigation somewhat smooth, while securing most of my static website.
