Use sqlite to determine history

This can keep track of complex tasks that may not have simple product files. Like, whether or not a virtualenv directory has had all of its requirements.txt processed or not.

A table where each row represents the task and when it was last completed should be sufficient to enable many things -- that way when requirements.txt gets updated, it will be obvious that the virtualenv is out of date.

Look for Breakfile.py relative to pwd

Currently looks relative to breakable.py, which makes it hard to treat breakable as a symlink or put it in one's path, or even refer to Breakfiles in other folders
