Did you start the campaign using the developer menu or the regular single player menu?

I can confirm this bug.
And I checked in Doom3 BFG (Steam) under windows, in neither Doom3 nor the Lost Missions you are supposed to have the Soul Cube.

In the RoE mission pack it's broken too. Even though you are supposed to start with the heart artefact, the artefact you get is already the "full blown" one you only have to the end of the game.
So the artefact start condition is broken in all the games (Doom3, RoE and the Lost Missions).
