Use NPM for solidity package management

Even though parts of the payout mechanisms are supposed to be temporary it would be good to have some test coverage for it.
Renaming: Spread -> Rlay
Add protection for submitting the payout root for the same epoch twice
As long as the Rlay client calculating the payout root behaves well this shouldn't be a problem, but in the spirit of defensive programming there should be a protection for submit a second payout root, which could possibly override the first one.
Set up CI
Store more constants in RlayToken
Some constants that are used in rlay-client for the payout calculation are currently inferred there. They should instead be stored inside the RlayToken contract and retrieved by rlay-client from there. This should make it easier to build alternative clients and also possibly impose smart-contract side checks that ensure that they are being used correctly.
Constants:
EPOCH_LENGTHEPOCH_START_BLOCK(should be the block the smart contract was deployed in)
