If there's only 1 request to mark as {{deleted}}, the edit summary should contain /* Qid */ to ease navigation between sections.

compleanno.py should avoid sending "happy birthday" messages to users that are blocked from editing for some reason. They are often banned from the community for bad behavior, or they do not want to be reached anymore.

BeneBot* has been recently changed to use an opt-out list instead of the previous opt-in one; this should work with SamoaBot as well.

compleanno.py should be able to send wishes within a certain range of days from the actual birthday
