Renovate pre-commit hooks

A pre-commit hook to run renovate-config-validator when you reconfigure Renovate via PR.

Even though it is a Node-based hook, it works without any system-level dependencies.

Usage

Can you make this work for `default.json` too?

I would like to validate my parent config, currently it only works for the form of '(^|/).?renovate(?:rc)?(?:\.json5?)?$'

File regex skips validation for global config files config.js

We use a central/global config setup with a Renovate configuration file that is config.js. We can validate all of our local overwrites using this project for renovate.json files, but the global one is skipped due to the file regex. Would it make sense to expand it to include config.js?

According to this Github Action project https://github.com/renovatebot/github-action?tab=readme-ov-file#configurationfile both files covered by this project file regex, but also JavaScript file that exports a configuration object is valid format.

Slow/no new releases since four days (causing out of sync version upgrades)

I have a package rule to update the used renovatebot docker image and pre-commit validation hook simultaneously.

Is it possible to either speed up this release here or change the rule somehow that only matching versions (ignoring the docker sha) are chosen?
