BUG: missing namespace "gpte"

Post deploy fails if the namespace "gpte" isn't pre-created before the run:

New UI - Banners

Hi,
Will it be possible to select banners for outages/MW's?

If so can this be easier then what we have in cloudforms - maybe an inbuilt editor? Making it easier for admins to put up new banners.

This would be a huge import mvnet then what we have on cloud forms which requires paint and which looks unprofessional.

Date and Time Standards

As discussed with @aleixhub and the team today on the CoG call.

Please can we make the time have a timezone or make it clear that it's the users local time?

Also with the date, as @9strands mentioned the date standard can vary for US and Europe - please can this also be made clear for the end user?
