Plots 61 are off by one correct? about hhs_dashboard HOT 4 CLOSED

@zross This was an error that has been dragged from the survey. Originally question 61 had 9 options, but the original 61e was removed in the middle of the survey. However, the column names were never fixed in the database, and now it is a pain to deal with. The actual questions are these

In the dataset,

"61e_violations_decrease_profit" : was removed and it is not longer a question from the HH survey

"61f_rights_distribution_fair" in dataset is now 61e in the HH survey
"61g_fishing_change_behavior": is now 61f in the HH survey
"61h_individual_behavior": is now 61g in the HHS survey
"61i_help_neighbors": is now 61h in the HHS survey

potential solutions:

1. leave it as it is and add an explanation , OR
2. rename column to match the question in the HH survey, that is rename:

"61f_rights_distribution_fair" to "61e_rights_distribution_fair",
"61g_fishing_change_behavior" to "61f_fishing_change_behavior",
etc.,
