No need for climb. You can bring the key over to the beginning area with a jet flight, picking up the grounded key on the fly. Suggestion:

You need climb to get there.

You can't get through the last block with just a dragon hat unless you can duck. Dash and Jet are another possibilities.

You can't get through the first 2x4 level blockade with just a dragon hat unless you can duck because you can only clear 3 blocks wide with the flame, otherwise you need to lose your powerup to get through as small Wario and afterwards there is no more dragon hat to gain. Dash and jet are another possibilities.

The ladders can be traversed downwards by dashing against the adjacent walls. They can be traversed upwards by jet-dashing against the wall.

You can't get through the 3x2 blockade with just a dragon hat unless you can duck because you can not clear the lower part of the door otherwise. Dash, Bull and Jet are another possibilities.

With Bull you can do it because theres a Garlic and a Dragon powerup in the level. So if you entered the level with dragon, clear the upper half of the door, go back and get Bull with the Garlic, clear the lower door part with a groundpound, go back again and get the dragon, you can get the treasure this way.
