Is the a way to always have the fake chat window on top.

I have a twitter bootstrap card on my page and when I resize the the webpage the chat window is going behind the card item.

Here is a suggestion to improve this even more;

Have a cookie to remember the popup window status. If the visitor has closed the popup window, the popup window will not appear again when he/she visits another page.

One question; how can I make it work for normal Jquery (https://code.jquery.com/jquery-3.3.1.js) and not only for the minified version of Jquery (https://code.jquery.com/jquery-3.3.1.min.js)?

My site runs on the uncompiled version of Jquery and I cannot get it to work.

The choosing api or web subdomain is not needed.
Should be always api.whatsapp.com
