Tested the real backends with BackendV2 attributes, properties, configuration, status and defaults. Seems to work fine. Now working on testing by running a program using service.run().

I've tested qiskit-ibm-runtime client against ibm_algiers and ibm_canberra.
- BackendV2 attributes, configuration, properties, status and defaults seems to work fine.
- Automatically picks a backend when one is not specified in service.run
- Was able to run a hello world program successfully on
ibm_canberra
Issue:
Is there any know issue with ibm_algiers? Hello world program seems to timeout.
