For better or worse, PyRanges uses half-open intervals like Python does. So for example:
list(range(1,2))
[1]
list(range(1,1))
[]
Your start and end columns as they are specify zero-width ranges.
In order to get useful results you'd need to add one to the End
or subtract one from the Start
as appropriate to your annotation source.

Thanks for helping out :) Yes, Python uses 0-indexing so it would be weird if PyRanges was different.
