Azure Role Definition Creation with Terraform Fails

Latest GitHub Issue. Basically, Azure is creating the role definition, but believes that the creation failed, and is therefore not tracking it properly in Terraform state.

On the first deployment, you'll get an error message like this:

Error: Error loading Role Definition "/subscriptions/.../providers/Microsoft.Authorization/roleDefinitions/...": authorization.RoleDefinitionsClient#GetByID: Failure responding to request: StatusCode=404 -- Original Error: autorest/azure: Service returned an error. Status=404 Code="RoleDefinitionDoesNotExist" Message="The specified role definition with ID '...' does not exist."

For subsequent deployments, you'll get this error:

Error: authorization.RoleDefinitionsClient#CreateOrUpdate: Failure responding to request: StatusCode=409 -- Original Error: autorest/azure: Service returned an error. Status=409 Code="RoleDefinitionWithSameNameExists" Message="A role definition cannot be updated with a name that already exists."
