Parameter -NoTimeStamp is being ignored

To Reproduce
Use New-LogEntry with the -NoTimeStamp parameter like so

New-LogEntry -LogMessage "Test" -LogFilePath /Users/Lethe/Desktop/Test.log -NoTimeStamp

Expected behavior
Log message should be printed without any timestamp in front of it

Additional context
Behavior has been tested/reproduced in PowerShell Core 6.X on Mac OS

When writing a log entry user should be able to suppress timestamp via switch

Currently UTF8 is being used as the default encoding but user should be able to specify the encoding type used for the log defaulting to either UTF or ASCII
