key error '5414342274.0' loadAON

hello i've been trying to use your code for a project to find user-equilibrium answers from a network i downloaded from osmnx using pyrosm but your code gives the following error:

questions about tntp files

i wonder how do i create a tntp file, use what software, transcad? or just using txt file and name the suffix with .tntp?
and also, when running datapreparation with tntps download from [bstabler TransportationNetworks], it reports an error:
