null-ls contains many builtin diagnostic and format rules, including markdownlint

Some markdownlint rules are too restrictive for practicalli books, so a custom rule configuration is required.

A custom rule configuration, e.g. .markdownlint.yaml, can be added to the root directory of a project and AstroNvim will use those rules instead.

Configure plugins/null-ls.lua to use custom rules from a central location, to avoid the need to add a markdownlint configuration for every project.

Add a GitHub workflow to check the valid nature of the user configuration (avoid simple errors not found locally).
