More robust options checking

What steps will reproduce the problem?

1. if you try and do a -i 1 without the second parameter then it crashes 
because there is no checking of the command line variables

Added functionality

I've added some functionality and fixed some issues with the app:

1. IPv6 addresses are now skipped over but the driver is re-checked for IPv4 
addresses
2. Added Router Alert in IP message as some IGMP clients ignore this message if 
this is missing
3. added a -q command to remove the printing of the interface information 
(useful when running the query multiple times)
4. -l just lists all the interfaces and addresses
5. -i x y where x is the interface and y is the address, only sends IGMP 
message on this interface using this address
6. -v sends a IGMPv3 message rather than a IGMPv2 

I've also put a batch file that calls the program in a loop

I cannot check these in, not sure why?

Great application - can be improved... [This is not an issue]

Hi there,
This is a good application and I think that it can be improved a bit. I am a 
network engineer and I have to test our devices at times. I think this tool is 
very good and can be really improved and I am willing to help if you think it 
is ok. I can do the testing part and maybe help with the coding part too.

Some of the things that can be done:
1. Select network interface to do IGMP query on
2. Modify IGMP packet contents so that both query and report can be sent
3. Allow user to select time interval for sending queries and reports

Anyways, great app.

IPv6 - Address

What steps will reproduce the problem?
1. if you have IPv6 enabled on the same interface as Iv4 then it does not work

Another for loop needs to be added to the main scan as in the if_print function

I've fixed this if you would like me to check it in?
