Create macOS-setup repository and add as submodule.

Duplicate anishathalye's build.yml.
Refer to Quickstart for GitHub Actions.

Replace ~/.config usage with $XDG_CONFIG_HOME.
Set $ZDOTDIR and $ADOTDIR.
Move zprofile and zshrc to $ZDOTDIR.

Allow shell customization if _local files exist.

Any customization should be in ~/.dotfiles_local.

use -r and -x instead of -e for files
only proceed if env variable is set
add error message if file isn't readable or executable
consider logging function to print error message(s)

Remove direnv, chruby, and ruby-install from Brewfile.
Remove development-related bundles from settings.zsh.
Remove antigen theme from settings.zsh.
Remove plugins from zprofile.

All of this should move to dotfiles_local instead.

1. According to man test on macOS, -L should replace -h.
2. The -a primary still exists in bash documentation but is not included in man test on macOS. -e should be used instead of -a.

The behavior of Python's os.mkdir is platform-dependent. It is ignored on macOS.

Directory mode must be assigned using chmod shell commands.

Load shell wrappers after Zsh is configured.
Include zsh-completions bundle using antigen.
Add Homebrew Zsh completions to $FPATH.

The condition for the ~/.dotfiles link entry in install.conf.yaml is incomplete. If dotfiles is initially cloned into a directory other than ~/Projects, it fails.
Remove link condition and implement shell command in install.conf.yaml instead.
