Do not log specific rest endpoints (E.g checkout related requests)

At this moment we log everything, while it will be better if we can filter out specific kind of rest endpoints to have a cleaner log file. Which contains only logging of integrations instead of internal rest usages.

public const XML_LOG_LEVEL = 'system/api_log/level';
public const XML_ADD_SLASHES = 'system/api_log/add_slashes';
