The front end behaves exactly the same as the other front ends, ie: FAQ, Members, Search, UCP, MCP, etc... No breadcrumbs, unless you start getting deeply nested (like with forums), and Rules page has no page nesting so it's not needed.

EDIT: Unless it becomes a core thing, we should behave like the other pages, which means not for now.

Those other pages should have breadcrumbs as well. It would be useful here if nothing else than as an example for others (having breadcrumbs for this really doesn't make anything worse).

Static pages like this don't even have breadcrumbs in 3.0. So while it may not hurt, I just kinda don't see the practical point? There's already a breadcrumb back to the previous page (index) so all that's being talked about is adding a link to the page we are already on.

I still think if the core adds this to the other single-level front facing pages, then we should also implement it the same way as the core. I think the core should lead extension design, not the other way around, no?

The design choices for 3.x were largely made a decade ago; we should design extensions to have a good UI, not to be more like phpBB with it's terrible UI.
