'use'd perl version doesn't match needed version

The code now has use 5.005;, but also uses warnings, which weren't added until 5.6. The intent of this is confusing.

Build failures for 1.114 in a docker build

rt.cpan.org does not work for me at the moment (502 proxy errors / timeouts), so filing here instead:
