I have been told that this is InfiniteKimochi , ChaosFred's second account account, but am not certain of this.
A server side fleet verification step would at least weed out the worst offenders.

im not able to open the the GameData,exe to make or put in mods please help me get it to work so I can use it

The current warhead effect has great limitations, so new custom effect should be introduced, which may need new programming language to support, such as JavaScript. If taken, it could be a huge change
