Get the new config https://github.com/Parik27/V.Rainbomizer/blob/master/config.toml, set MissionRandomizer to false (line 42), and set RandomizePlayer to false (line 167). You may have to start a new game instead of just continuing from a save for it to take effect.

What about clothing randomizing in cutscenes? Sorry for asking so much but I can't find it either

Set ClothesRandomizer to false (line 29).

wouldn't that also disable the player and peds spawning for the first time with random clothing?
