Command line clients

pdagent has command line access. Replicating that will likely help adoption.

Having the name, flags, etcetera, be compatible with pd-send is probably a prereq

REST API plugin

Make a clone of the V2 Events API. That way, people can just re-route events.pagerduty.com to point at an instance of the plugin.

When `parallelism` is >1, have a parallel consumer pool for the blank routing key

With routed queues, the blank route could route to a fanout exchange with multiple consumers. The idea would be that explicit routing keys give ordered delivery but blank would be "don't care" and could receive anything else where the user knows that there's little change for misordering acks/triggers/resolves for a single service - a pool of consumers on the blank routing key topic could then make quick work of these as well.

Probably a separate config value from parallelism. And maybe "when parallelism > 1" is not even applicable.
