All of this is done, except for changing the prekey profile if the client profile changes - since these two values are independent we don't need to do that.

On this we should include as well:
- Check when reading a prekey profile that it has the public key associated with the private shared prekey that we locally have. Also check that it is signed by the same long term private key that we have also read. Change it and publish new one if it changed.
